Clara Learning Limited is a strategic social work consultancy. It provides training and consultancy to statutory, voluntary and independent organisations on the leadership, management and practice of key operational themes in social work and social care. These themes specifically include safeguarding, integrated assessment process, operational practice standards, and quality assurance measurement across both children and adult service sectors.
The directors of Clara Learning Limited have provided consultancy and training since 1999 in Ireland and the UK. The directors have extensive experience of management and practice in social work. Clara Learning Limited has significant experience of working with organisations in the multi-agency context in the voluntary, statutory and independent sector. This enables our consultancy to have a detailed understanding of the benefits, challenges and complexities of providing effective preventative and protective based services.
Clara Learning Limited has delivered the national HSE training programmes across Ireland on the Safeguarding Vulnerable Persons at Risk of Abuse National Policy and Procedures to Designated Officers, the Safeguarding & Protection Teams and relevant others.
Colm Lehane – Lead Consultant and Director

Colm Lehane, Director of Clara Learning Limited has undertaken consultancy and training projects for over 18 years in the UK and Ireland. He qualified with a Masters in Social Work from UCC and is a registered social work professional with CORU. Having worked in operational services (practice and management), he went into independent consultancy in 1999. Since then Colm has provided consultancy, training and development services to large statutory organisations, voluntary and independent organisations on social work and related matters. His main areas of work include;
- Safeguarding and risk
- Integrated assessment and planning approaches that are person centred
- Training programmes related to social work and health
- Competency development in operational services
- Independent review and investigation services
A significant proportion of his current projects in Ireland involve the investigation of complex safeguarding concerns in organisations including where staff may have been involved in contributing to the harm/abuse. These processes have included the consideration of institutional or organisational abuse and reviewing operational approaches to safeguarding concerns.
Colm has completed a Certificate in Mediation in 2014 and is a registered mediator with the Mediation Institute of Ireland.
Louise Lehane – Consultant and Director

Louise Lehane is a qualified (CORU registered) social worker with twenty years’ experience of working in social work and social care settings; at operational, management and executive level.
Louise has worked in statutory, voluntary and private sectors both in Ireland and the UK. Her experience includes; working with children and adults who have disabilities, residential care service management and before moving from the UK in 2002, operational management of a secure unit service for young offenders.
Since moving to Ireland Louise has worked within the private sector as a consultant with Clara Learning Ltd specialising in service development and management within children’s services: including social work practice, human resource and financial management. Louise has led the development and management of a private fostering agency, with responsibility for strategic service development, corporate and social work practice governance and compliance.
Louise has recently completed an Executive Masters in Business Administration (eMBA) and combines extensive experience with an interest in compliance and governance systems, risk analysis, decision making, and ethical leadership. Louise is committed to continued professional development, innovation and entrepreneurship.
